ftp TLS is a secure extension for normal ftp standard which lets us
use SSLv3 encryption with ftp connections.

FTP over SSL? I use WSFTP Server and it works fine with
128 bit encryption and certificates.

There is also CuteFTP Server on Windows NT/2000 for
encrypted FTP.
