yes... about 2 years ago... :)

just block the *.icq.com domain and it's done... ICQ Lite uses HTTP so there isn't much choice here...

you must keep in mind that almost all restrictions can be bypassed by using (for example) external proxies or 
HTTP-tunneling... 

the use of instant messengers should be forbidden by company policies...
