that shows IPs allocated based upon country - for the

Sorry, but for the most part, IP blocks aren't assigned on a basis of nationality.
The closest you'll get is:
http://www.iana.org/assignments/ipv4-address-space
And anything in APNIC, RIPE, or LACNIC is probably not in .us.
But ARIN assigns netblocks in North America, including Canada and Mexico, and in Sub-saharan Africa as well.
Methinks you're out of luck.
BTW, why would you WANT to block out non-US traffic ??? (Not that it would work anyway, it's the classic "the Internet
diagnoses censorship as damage, and routes around it. . .")
