I would like to know if you guys can point me to a good paper on how to
mitigate the effect of the attack in order to be able to keep the system up.

Mitigate, from what perspective?  The links you provided are good for the operating system, but how about looking 
further upstream, to say, the firewall or router?  Can your friend block based on IP or port?

If he's sure that it's this particular user, why not contact his ISP and seek their assistance?  It could be that the 
DDoS is a violation of their terms of use...
