  blacklisting address ranges for dial ups typically generates very few false positives.  With a database of 13 million 
entries, and around 1 million rejects a day, you get about 3 complaints a day.

  I started an RBL to handle this issue of false positives several years ago.  It is maildeflector, at 
www.maildeflector.net.  

  It handles this issue by allowing the RBL user to manage their own whitelist/blacklist that overrides the master 
blacklist through a web interface.  

    In addition, a user can privately whitelist/blacklist countries and address blocks (class a,b,c, individual ip) 
with simple entries.

  That flexibility helps reduce false positives for accounts that manage and monitor their own servers.
