This is correct. A secure system is not just a product of no vulnerabilities. It also requires that the system is 
granular enough to be secured in the first place. 
 
This means adequate logging, upload and download checks, adequate access controls etc

        Serv-U and BulletProof have far greater security control and the
        ability to perform automated tasks based on specific events.  And both
        have a good track record of vulnerability updates.
        
        Both are far superior to MS's built-in FTP, and are well worth the
