If you use something like ProFTP (which I recommend) you can set the passive ports in the proftpd.conf file, in which case you only need to open the ports you specify.

proftpd.conf
------
...
PassivePorts 60000 60010
...

Firewall
------
allow tcp from any to me 60000-60010
