Perhaps a dynamic DNS solution would work for you. Clients with a
changing IP address can download a tiny client that will check their
IP addresses and update DNS records appropriately.
http://www.dyndns.org/ does this, but I believe they charge if you
want to use your own domain name or other not highly limited things.
There may be free solutions out there, or it would be pretty
inexpensive to create your own solution to this (although it would
take some thought to do this securely, since clients would have to
have some access to your BIND (or whatever) server).
