Yes this can be done.
The one thing thing that you do have to bear in mind though, is that if
you give user Mr.X ALL=(ALL)ALL permissions, the only thing stopping
him from running:
"sudo su -" will be his password, I would much rather add all the
commands that he is likely to need to /etc/sudoers than give any user
full access, as you may as well just give them the root password in
that case.
