HTTP Headers

Does the Last-Modified header from the HTTP banner reflect when the HTTP server was last updated or patched? or does it 
just reflect when the default page was last updated?

For example:
HEAD / HTTP/1.0


HTTP/1.1 200 OK
...
Last-Modified: Wed, 14 Dec 2005 13:30:12 GMT
....
