You could install ZoneAlarm Internet Security Suite on each desktop. Information can be found at

Not only does it perform its firewall function but it provides other security features such as parental control over
what web content you want to allow. I've tried it before and its pretty easy to use as you only need to specify what
category of websites that you want to allow/disallow. Setting up a proxy is a good idea but unless you get a commercial
URL filtering solution with database updates... manually entering URLs that you want to disallow can be painful.
