Also, A tight GPO will uninstall anything outside the scope of the
companies policy. A good AD manager can easily stop this behavior by
granting Power User rights to the local user for certain installs, and
check it against the GPO at the next login for compliance.

That is why big business locks down laptops, PCs, PDAs, etc so users
can't 
install software. If you are allowing illegal software on company
property 
the BSA will prosecute the company. A typical case:
