Follow the Microsoft recommended practices.  This will disable things
like Right Click context menus, access to drive letters and a multitude
of other settings which will eliminate this problem.

I am working on to deploy Terminal Services for visitors. To properly
secure the environment I need to  disable the "Open Folder" button
when you download and save a file using IE.
