I suggest you eToken from Aladdin. It is a eToken based on a smartcard and more. Also there is a management software 
for centralize management, like gpo an connector for Microsoft ca.
EToken whit pki can provide you a good solution for encrypt hd on vista machine and efs. On other os you can combine 
eToken and Utimaco or pointsec.
