Rather than delaying all emails, I use a mail proxy which is configured to hold some emails which the user can release, 
others which are released by IS and the rest are passed straight through.  The proxy is also capable of producing 
several reports about usage.

Remember if you do monitor emails, you must put a policy in place and inform users.
