Take a look at Solsoft by ExaProtect.
http://www.exaprotect.com/products/solsoft.php
http://www.securityfocus.com/tools/3771
My company is evaluating it and will likely use it.
They can manage (push policy) to Pix, Checkpoint, Netscreen and Cisco IOS.

Earlier, I was glad to know about Tufin however as per the website,
Tufin can monitor firewall policies, detecting and reporting
configuration changes. It doesn't seem to push configurations !
So, search continues to find all in one management tool and push the
configurations.
