8-bit characters in addresses

It seems like you could do something ala RFC 1137 for 8bit characters
on inbound addresses (if you don't support them) before they get
processed much by sendmail and rewrite them back on the way out of your
network.  Yes, it's ugly, but it's simple and doesn't require support
from the mail user agent as MIME does.  Anyone more knowlegable want to
trounce this or have the time to hack it together? :-)
