No, that occurs when they log off the domain.

True, but when you log in they are (from server to client) according to
Q185255 http://support.microsoft.com/support/kb/articles/Q185/2/55.ASP

"...all temporary Internet files are copied to the user's profile folder
when he or she logs
off. The temporary Internet files are then copied back to the local computer
the next time the user logs on. This can be time consuming and can use a lot
of server space. "
