If it were implemented like CTCSS in two-way radios it wouldn't be 
terribly difficult to detect. granted, you'd want something a little more 
"secure" than that, but there isn't any reason you couldn't modulate the 
subaudible tone to add additional data to increase the "key" space if you 
will.
