My understanding is that it was originally started to help conference
organizers try to avoid scheduling over each other, or at least be aware
that's what was going on. If you work for the Fed or any other
organization that requires leave forms be submitted three months in
advance in triplicate with the approval from a manager who died 5 years
ago, this is a pretty useful site.
