Probably because your client either does not support passive mode transfers,
or because it hasn't worked out that it should be using passive mode. Try
typing the command 'passive' at the command line -- this sends a PASV
command to the remote server _and_ informs your client that it should be
attempting passive mode transfers. If you have an older client that supports
passive mode, you'll get a 'no such command' message; otherwise, all should
work fine.

Most newer Unix clients, and some (but not all) of the MS command line
clients support this command.
