Hi, There are many free ssh clients, including some working on Java technology (jssh if I remember well). These are working with normal (ssh) and free (tish, fish, ...) servers. I found a java based applet that is just that, a ssh client. If you have a webserver on your ssh server, you creat a webpage that contains the ssh applet.
