Why would you want to?

IP addresses are assigned to hosts based on which network segment they
belong to.

With user based IP addressing - routing and firewall config would be a
nightmare/impossible.


metaIP provides the relationship between user & IP which gives you what you
need for auditing.

 i assume you are speaking of ethernet (or similar way) 
 connected machines,
 then the problem is that you need an ip-address to 
 authenticate the user
 to the logon-server. If it were ppp authentication is done 
 before the ip-layer
 is brought up.
 
 i can think of 2 ideas,
 1) use pppoe (PPP over Ethernet) to assign user ip addresses
 2) assign ip addresses on a dummy network, then force the user to
 establish a PPTP tunnel to a router.
