i almost forgot about hping2 and nemesis. nemesis doesn't listen, though,
but in combination with tcpdump (process the dump with perl or awk, for
example) you can construct a simple port scanner. hping2 will listen for
the response. ipsend can also be used.

small shell or perl wrappers around these should make what you want to do
easy.
