To clarify "sponsor". If you are a member of an organization under the
department of homeland security, for example, the US Coast Guard Auxiliary,
you operate under the direction of the USCG. You receive an official DHS
photo ID. You have an *affiliation*, but I believe you still need a
*sponsor* within an agency to corroborate that you require a security
clearance, for a particular assignment. I have a vague recollection of
having been vetted for some clearance when I performed some contract work
for NIST in the early nineties, and the sponsor in that circumstance was
the director for whom I provided consulting.
