You are describing our 3-DNS global load balancing product.  It used to
be a completely separate box from our BIG-IP local load balancer.  Now
3-DNS is built on the same base OS and comes either standalone, or
as an add-on module to BIG-IP.

If you don't mind delegating DNS, and need to balance across colos,
F5 is most popular tool for the job.  If you're balancing within a
single colo or comm closet, however, get a Foundry.
