IDS: Snort implementation question?

Im a noobie to IDS field. I was reading this paper Insertion, Evasion,
and Denial of Service: Eluding Network Intrusion Detection 
(http://www.insecure.org/stf/secnet_ids/secnet_ids.html)

I wonder whether current SNORT implementation is effected by any of
type of attack mentioned in the article?

Any reference?
