IOW, "Apache should be required to 
fix their own, broken products"..."RedHat Linux should be 
required"......"Oracle should be 
required"....."sendmail"....."wuftpd"....."php"..."mysql"...etc., etc., 
etc., ad infinitum, ad nauseum.

Be careful what you wish for.  You may actually get it.

if wishes like this come true, wouldn't it be great for the end user but bad for us ie "security types" bug / buffer 
overflows / malware all other stuff in these classes spell job security for us. be greatful to ms and other sw 
companies for giving us a very good job security also do not forget openbsd / paket filter guys + linux / netfilter 
guys for giving us tools to protect out networks !
