how about only doing so with the file that are zip encrypted - unencrpyted attachments are scanned and passed along, 
zipped ones are unzipped and scanned but the ones that cannot be unzipped are the ones that go as a link to the user. 
how does then one deal with other compression formats like ace, rar, lha, arj etc etc ?
