This looks a lot like The Freenet Project (http://freenetproject.org/).
Freenet also allows total free speech, but of course the downside of this
is the availability of illegal stuff (think childpr0n, etc.) on the
network. But this is the only way to ensure a network which is totally free
of censorship.

PS: It seems that the mailinglist software blocks any message containing the 
regular English word for 'childpr0n'. Talking about Full Disclosure? ;) ;)
