I'm not sure about the exact laws in France, but I do know that honeypots
can infact be affected by various laws. Here in the United States the
government can't really use honeypots, because it would be viewed as
entrapment.
I think the issue is not wether or not you are allowed to set one up, but
what will you do with the data you collect? It could be illegal in some
instances to use that data to take legal action. Merely studying should be
fine, however.

I was thinking about preparing a honey pot some days ago however some
of my friends told me that it was illegal in France, because it would be
"encouraging piracy", according to french law he thought. Most of people
receiving aren't surely french however, if someone (maybe a lawyer, who
knows ? :p) knew about the answer or had any questions about that, it
would be nice.
