You can start from reviewing thesises which were done in the past. You
can use google to get a world-wide expereince or just a local list of
past dissertations in your insitute, probably it has something similar
to http://www.cs.bris.ac.uk/Publications/pub_type.jsp?type=PhD

It is not true that you can get PhD only for something purely
scientific, I have seen many works which are more engineering, e.g.,
