They're very sensitive about unauthorized use because they don't want to end
up as the next Dept of the Interior(*).  In most cases, their outrage at being
hacked far surpasses their ability to maintain the servers in a manner that
prevents said hackage.

(*) Yes, the bunch that has had such a poor track record for a *decade* that
last March, a Federal judge ordered (for the 3rd time, no less) large chunks
of their network taken down until they could be secured.
