Why Can't The Majority Act?

Me thinks politically the Democrats are hesitant to act without
substantial Republican support to avoid it as a campaign issue (the
yell of socialism) djf

Subject: Why Can't The Majority Act?
Can anyone on IP explain how the Republican minority in the House can
block the “bail out” when the Democrats control both houses of
Congress and the Senate Republicans are for the proposal and won’t
filibuster? Why can’t Pelosi and Reid simply ram it through? What’s
the point of having the majority if it can’t be wielded in a situation
such as this? The White House will sign whatever the Congress enacts
so is the problem lack of Congressional leadership?
