Is there anything special about a 'summit'?

For the past how many years, we've seen a wide variety of international
symposiums on computer/network/data/internet security. They involved
professionals from all sorts of organizations including foreign
governments and more.  They meet and discuss Internet security, often on
moderated panels or discussion groups.

So.. what is the real difference between these past conferences and this
'first summit' put on by the NIPC? It would be nice to see the NIPC get to
work instead of worrying so much about media attention and grandstanding.

This issue has been brought up every year for ten or more years in the
past.
