Why hasn't anyone suggested just making a 'Documentation' section on
the official Metasploit Trac wiki?

I think a wiki would be a great idea. Less problems with out-dated information. :-)

Wiki seems a good choice. I once read a book about penetration based on

Unless the devs want to host it at metasploit.com
<http://metasploit.com>, I could host it on
a Drupal install. Its got a specific book module, and can do a
wiki-like markup. We could register a domain, or use my existing
    riosec.com <http://riosec.com>.

I'm curious as to what folks think (especially the devs).
