I've noticed that several of the larger networks use frame-relay.

What technical advantages does a frame-relay network have over an 
IP routed network?

It's not so much the frame relay itself which gives an advantage, but they
can bring in many more customers per router via the switches than via
direct T1's, plus the switches allow them to control customer usage a lot
more closely.
