Yes, I'v been seeing LACNIC problems for couple days now too..

Seems they implemented some kind of rate-limiting system with pretty small 
limits that everybody has been hitting who does serious amounts of queries.

the former is a list of what's allocated or not allocated, and the
latter is a map of AS numbers to AS names.

for example - the list includes:

while fixedorbit returns 27 matches for merit as numbers:
