I can't help with the POE part. I have a 16-port D-Link DGS-1016D
-- GigE, no fan, unmanaged.
My intuition, Leo, is that you won't *get* a PoE switch without a fan; those
things can be responsible for pushing *a lot* of power, fully loaded,
and there's no real reason for them to be designed without one.
GigE, with that many ports.
