Now that 126.96.36.199/8 is being allocated, you need to move out of it (so
that your users can reach the real 188.8.131.52/8 sites).
Why wouldn't this be sufficient justification for a new /8 from ARIN?
Because it's not ARIN's job to clean up someone else's stupid. You chose
to use address space that would eventually be allocated, thus creating a
(future) mess for yourself; now you're left to live with it. (For the
record, there's no easy way out of that mess now.)
