That is a bit bizarre.  Do you have the same problem with earlier
versions such as 2.53 (
http://download.insecure.org/nmap/dist/nmap-2.53.tgz )?  Does hping2
work?  What happens if you watch with tcpdump (as in the example you
gave) and run something like 'hping2 -i 1 -c 5 -p 22 -S 172.22.2.2'?
Has anyone else seen this sort of behavior?
