nmapwin on windows XP and/or ME

Hello,

       Running NMapWin v1.3.1 and WinPcap 3.0.a4
       I have recieved the same error on windows XP and ME.
       XP info follows:

nmap outpu screen reads:
                Note: Host seems down. If it is really up, but blocking our 
ping probes, try -P0
                Nmap run completed -- 1 IP address (0 hosts up) scanned in 30 
seconds

Win event log states:
                Event Type: Warning
                Event Source:   EventSystem
                Event Category: (52)
                Event ID:   4354
                Date:       3/1/2003
                Time:       7:42:33 PM
                User:       N/A
                Computer:   COMPUTER
                Description:
                The COM+ Event System failed to fire the ConnectionMade 
method on subscription {929C91D1-424C-42D7-A951-16E13DF59A78}-{00000000-0000- 
0000-0000-000000000000}-{00000000-0000-0000-0000-000000000000}.  The 
subscriber returned HRESULT 80004001.

       I have found postings about this on the web, but no solution. I have 
tried all items listed as possible fixes, to no avail.
