Nmap Development: missing file

I downloaded the following files from www.insecure.org/nmap/nmap_download.html, namely nmapwin 1.3.1.exe, 
nmap-3.20-win32.zip and nmapwin 1.3.0.src.zip.

I unzipped the two zip files, I try to run nmap –h from DOS and it gave me the usage, I run Winpcap Version 2.3 from 
nmapwin 1.3.0.src.zip and it just installed itself following the step by step procedure.

 

But when I try to run nmapwin 1.3.1.exe it just gave me an Error Message: “NM not found”. What am I doin wrong? Do I 
have to download some other files? I’m using Windows 98. Thanks in advance!
