Nmap error

When I attempt to scan after putting in an IP addres, Nmap does the 
following:


Starting nmap V. 3.00 ( www.insecure.org/nmap )
WARNING:  Could not determine what interface to route packets through to 
172.164.138.144, changing ping scantype to ICMP ping only
eth0: no raw access
QUITTING!

How do i fix this? I have Winpcap succesfully installed. I am currently 
running a Windows ME operating system.
