I think there was talk somewhere between some n/w (network) engineers that I worked with, that windows tends to use its 
own loopback driver (horray for fucking VxDs, bring on LKMs) for dealing with, well obviously, local traffic 
(127.0.0.1/interface address).

Just my 2 cents worth :)
