2 minor bugs

Hi!

While doing my researches on param incompatibilities i found that:

-when doing -sA -sR, -sR is silently ignored, it's obvious if you know
        what -sA does, though nmap IMO should warn.
-sI with no targets checks the proxy reachability even if there is no
        target  specified

btw. I couldn't find in the code why I can't use
-PA -PS and (-6 or non-root), looks weird for me.
