Nmap Development: Help needed

Hello sir, recently i download nmapwin 32 but now it is not working at all 
every ip that i scan i get this
"Starting nmap V. 3.00 ( www.insecure.org/nmap )
Note: Host seems down. If it is really up, but blocking our ping probes, try 
-P0
Nmap run completed -- 1 IP address (0 hosts up) scanned in 31 seconds"

I am using windows 2000 pro , nmapwin ver 1.3.1 , i have already installed 
wincap and i have also added network monitor driver but still i get this 
message with any IP ,even when i scan my own Ip i get the same results i 
would really appreciate ur help.
