nmap version 3.48

Hi there,
I was not sure whether I should send this message here or somewhere else,
but couldn't find any definitive statements on the issue.
I was trying to compile nmap 3.48 on a red-hat 9.0 with
"--with-openssl=/user/local/ssl" option. But it gives an error. One of the
lines is:
/usr/nmap-3.48/nsock/src/nsock_ssl.c:76: undefined reference to
`SSL_load_error_strings'
And once it could not locate "openssl/rand.h" but that disappeared magically
later on.
With exactly same options, nmap 3.45 compiled well.
