Nmap Development: Unable to install Nmapwin

I have tried installing the Nmapwin package, but I am unable to do so.  
I get a message that the end of the install that reads:
"The wizard was interrupted before Nmapwin could be completely installed."

I have rebooted and run the install several times always with the same 
result.  My system is a Dell Inspiron 4150 laptop, P4 2.0Ghz, 512M RAM, 
Windows XP SP2 (beta), Windows Installer 3.00.3790.  I am logged in as a 
local administrator.
This is for the Nmapwin 1.3.1 install.
