[Patch] signal() on Windows

Windows could also benefit from the recent patch by Alex Medvedev .
Great patch, but don't underestimate Windows :) It handles SIGSEGV,
SIGTERM and SIGINT (but no SIGHUP, SIGBUS).

HAVE_SIGNAL should maybe be hardcoded in the source
(in nmap_winconfig.h?). But I've simply put it in my home-brew
MingW makefile.

Some other patches;
  bzero() -> memset() in service_scan.cc
  fatal() missed the 'err0r' in tcpip.cc.
  Win32 must also rearm the signal-handler. Why doesn't
  all target require this?

Patch against 3.51-test2 attached.
